This seminar will discuss how local governments deliver public services in normal situations and how service provision changes in alternative contexts such as conflict, crisis, political instability, and emergencies. It focuses on community-led initiatives, non-state actors, and informal governance/alternative governance arrangements that emerge when formal systems are weakened, and on what this means for legitimacy and service access. The session aims to bridge theory and practice in local governance and to discuss the implications for accountability, equity, and resilience.
