Parami University is a private non-profit online synchronous higher education institution licensed by the District of Columbia Higher Education Licensure Commission (HELC) in the United States. It began as a liberal arts initiative in 2017 and later expanded to offer fully synchronous dual associate and bachelor’s degree programs in collaboration with Bard College.

We are seeking a HR Senior Officer to support the entire human resources function as the first and sole HR professional at Parami University. This role is accountable for building a strategic and operationally sound HR foundation—from policy development and talent acquisition to performance management and compliance. The HR Senior Officer will partner directly with the Finance Director and academic leadership to foster a high-performance, values-driven culture, ensuring that HR strategies enable the University’s growth, faculty/staff well-being, and institutional excellence.

 

POSITION REQUIREMENTS

Required Qualifications:

● Fluency in English and completion of a bachelor’s degree

● Bachelor’s degree in Human Resources, Business Administration, Psychology, or a related field. Bachelor’s degree or HR certification (PHR, SHRM-CP, or local equivalent) highly preferred.

● Minimum 2 years of progressive HR experience

● Experience as a sole HR contributor or in a startup/greenfield environment is strongly preferred.

● Strong communication and interpersonal skills

● Prior experience in higher education, non-profit, or academic institutions is a plus.

Knowledge & Competencies

  • Strategic Thinking: Ability to move between big-picture workforce planning and granular policy details.

  • Foundational HR Knowledge: Foundational understanding of labor law, recruitment, employee relations, performance management, compensation, and compliance.

  • Communication: Exceptional written and verbal English skills; ability to communicate complex HR topics clearly to faculty, staff, and leadership.

  • Integrity & Discretion: Highest ethical standards and ability to handle sensitive information with complete confidentiality.

  • Resilience & Autonomy: Self-starter who thrives working independently with minimal supervision.

  • Technical Skills: Proficient in google online apps.

 

POSITION RESPONSIBILITIES

1. HR Strategy & Foundation Building (Strategic)

  • Support implementation of a comprehensive HR roadmap aligned with Parami University’s strategic plan.

  • Design, document, and roll out core HR policies, employee handbooks, and procedures.

  • Partner with the Finance Director to forecast workforce needs, budget for headcount, and align HR costs with financial planning.

2. Talent Acquisition & Onboarding

  • Manage end-to-end recruitment administration for all academic (faculty) and administrative roles.

  • Design competitive job descriptions, manage sourcing channels, and lead offer process.

  • Create a structured onboarding program that immerses new hires in the University’s mission, policies, and compliance requirements.

3. Employee Relations & Culture

  • Serve as the primary trusted advisor for all employee concerns, grievances, and conflict resolution.

  • Promote a respectful, inclusive, and collaborative campus culture consistent with Parami’s values.

  • Develop and implement employee engagement initiatives, stay interviews, and exit interview processes.

4. Performance Management & Development

  • Support the implementation of a transparent performance management system (goal setting, mid-year reviews, annual appraisals).

  • Identify training and development needs across the university and coordinate relevant programs (internal/external).

  • Support career progression pathways for staff and faculty.

5. Compensation, Benefits & Compliance

  • Manage monthly payroll preparation and coordinate with Finance for timely processing.

  • Maintain accurate, confidential personnel files and HR databases.

6. HR Operations & Reporting

  • Establish all necessary HR systems, templates, and tools (HRIS, tracking spreadsheets, offer letters, contracts).
